Taking into consideration emerging needs and existing constraints of Beneficiary Countries' Water Operators (BCWOs), CHANCE project has focused on the following two key objectives:
Objectives
Contributing to the full familiarisation of the Business Representative Organisations (BROs), with the EU water acquis; and b) the implications for their members, especially for what concerns environment protection, technical standards, quality of services measurement, management methods, monitoring/assessment activities and economic/social impact analysis;
Strengthening the remaining harmonisation process and culture of the BCWOs to the requirements of the EU Water Sector and broad enlargement policies and EU programmes;

Increasing the BCWOs independency and building technical capacities for complying with EU water acquis and related standards, advocating the interests of the wider water sector end-users (such as SMEs, social partners, consumers and involved national/regional and local institutions) in bridging the remaining gaps in the implementation of the relevant EU water acquis;
Strengthening EU/BC Water Operators' existing relations and increasing the networking capacities for sharing experiences with other EU/BC Public Utilities.
The expected results of the CHANCE Project could be summed up as follows:
Deepening of the Beneficiary Countries Water Operators training needs and existing constraints;
Improving of the BCWOs training skills and management capacities;
Familiarizing with best practices and advantages for end - users of the EU Water Acquis developed by EU Water Operators including the new Members in Romania and Bulgaria;
Contributing to the achievement of satisfactory level of Water Acquis compliance with European technical and quality standards (especially for Drinking Water);
Improving and increasing the existing relations and networking among BCWOs industry, customers and in particular SMEs, social partners, involved institutions at European Union and national/regional/local level;
Contributing to the up-grading of permanent indicators able to record BCWOs national performances;
Encouraging transnational partnerships (at bilateral and multilateral level) and facilitating technical collaboration channels between the BCWOs, EU Institutions and businesses.
